Since the 18th party Congress in 2012, one of the key characteristics of Xi’s leadership has been the consolidation of power. At the foremost, Xi put forward the idea of “Chinese Dream” with the goal of “great rejuvenation” of the Chinese nation. This is inspired by two centenary goals, namely: to build a moderately prosperous society by the centenary of the CCP in 2021 and to turn China into a modern socialist country by the centenary of the People’s Republic of China in 2049. To add, in 2015, Xi put forward his political theory of “Four Comprehensives” with a four-pronged approach to “comprehensively build a moderately prosperous society, comprehensively deepen reform, comprehensively govern the nation according to law and comprehensively be strict in governing the party”.

The first three comprehensives seem to be derived from former Chinese leaders’ strategic thinking but the fourth comprehensive significantly characterizes Xi’s legacy in championing the anti-corruption campaign against “tigers (senior officials) and flies (lower ranking cadres)”, both civil and military. With these ideas and propositions, Xi has further climbed up the political ladder as his thoughts have come to represent China’s new governing philosophy and forms an integral part of China’s developmental roadmap within the form of “Socialism with Chinese Characteristics”. Thereby, Xi’s successful five-year term as President has been significantly rooted in his fortification of command and control expedited by a loyal leadership core.
